Globalement, je considère que le bilan des deux années passées est positif. Il y a néanmoins une certaine approche de la politique qui m’agace. Une approche qui tend à marginaliser les points de vues et les solutions qui sont autres que les siennes. Vos commentaires sont, somme toute, nuancés, et invitent un sain débat. Je vois que Ferrandez, l’approche Plateau, le “nombrilisme” vous dérangent, comme beaucoup. Mais essayez de voir ça autrement. Au Québec, les vrais pouvoirs locaux n,ont pour ainsi dire jamais existé. Soudainement, on en donne (aux arrondissements, par exemple…), ces pouvoirs sont exercés, et BOUM!! tout le monde (enfin, une bonne part du monde) s’offusquent, crient au meurtre, etc… On est beaucoup mieux quand la Ville, le gvt du Q, les ministères comme le MTQ… décident (ou ne décident rien) pour nous. En fait, ce que vous exprimez est peut-être le grand drame du Q, de n’avoir vraiment rien décidé depuis très, et trop longtemps. Et aussi d’avoir soustrait à la voix citoyenne tous les pouvoirs de décision locaux, propres à leur milieu de vie immédiat. Mais je m’en garderai bien. Quoi qu’il en soit, si les enjeux, comme elle le mentionne, sont communs entre MON quartier de La-Petite-Italie (pour faire encore plus microcosmique, ou nombriliste) et le quartier du Mile-End qui le jouxte de l’autre côté du viaduc, je me pose la question de savoir pourquoi on appliquerait des solutions de façon unilatérale dans le Plateau, oh! pardon ! le Mile-End quant à y être, au détriment de MON petit quartier de La-Petite-Italie et de biens d’autres qui jouxtent tous les petits quartiers du Plateau ? Décidément, c’est dur de faire comprendre tout ça… Les pouvoirs des arrondissements actuels sont les mêmes pouvoirs locaux que, disons, Outremont avait comme “ville” (wow!, grosse ville de 24,000h) pendant des décennies avant les fusions, et qui ne s’est pas gênée pour “résoudre ses problèmes sur le dos des autres”, comme vous dites: apaisement de circulation, restrictions sur le bruit et les heures de livraison des camions, etc, Alors, le Plateau (100,000h), Rosemont-PP (140,000h) et Homa (aussi peuplé), ne peuvent pas selon vous avoir ces pouvoirs et les exercer? Et pourquoi? Parce que vous trouvez que c’est “nombrilisme”? Pas très fort comme rationalisation!! Voilà pourquoi Croteau a quitté, pas pour un parti, mais pour de sains idéaux.
Et j’aimerais bien vous lire me répondre, ainsi qu’à Linda Vallée ou André Boulanger, au lieu de noyer tout ça dans une réponse de querelle de définition de quartiers microscopiques… Et en passant, 140,000h, c’est la population de l’île du Prince Édouard, qui est… microscopique, mais qui a un “full provincial government”. Vous tombez dans le procès d’intention. Personne, à la mairie, n’a prétendu vouloir régler les problèmes de l’arrondissement “sur le dos des autres”. Au contraire : le souhait le plus cher des acteurs de Projet Montréal est de voir les autres mairies d’arrondissement emboîter le pas et adopter des mesures d’apaisement semblables.
Je vous donne un exemple de solution qui a, à mon avis, profité autant aux résidents de Rosemont que du Plateau. Dans le cadre du projet d’apaisement, une voie a été retranchée à l’heure de pointe au Boulevard St-Joseph afin de la consacrer au transport express par autobus sur la nouvelle ligne 427. Cette ligne express traverse le Plateau, mais part dans Rosemont (Pie IX et St-Joseph). C’est donc un retranchement de voie qui bénéficie à deux arrondissements.
Ce n’est qu’un exemple, mais il montre que les arrondissements peuvent très bien travailler ensemble pour faire des changements, en autant que leur objectif soit le même : apaiser la circulation, augmenter la sécurité des usagers de la route, favoriser le transport en commun. Êtes-vous d’accord avec ces objectifs? Là est la vraie question.

Certains dossiers sont plus difficiles, comme le passage à niveau piéton sur le chemin de fer du CP.
Il y a finalement 2 dossiers auxquels j’accorde de l’importance et qui n’ont toujours pas avancé à mon goût :
- La piste cyclable qui traverse le parc Laurier et qui n’est pas éclairée la nuit. C’est un danger public. Soit on déplace cette piste pour qu’elle bénéficie de l’éclairage de la rue ou on met un éclairage dans le parc mais il faudrait agir.
- Un contrôle plus serré pour les entrepreneurs de déneigement privé. Il y a eu plusieurs incidents à Montréal où les conducteurs de camions de déneigement ont heurté des piétons. Il n’y a aucun contrôle sur le nombre d’heures que font ces personnes. Pourquoi la ville ne prend-elle pas les noms des camionneurs et remorqueurs pour s’assurer que ceux-ci respectent la loi sur les heures de travail? Combien de morts et de rapports de coronaire faudra t’il?
Je crois que ces dossiers peuvent facilement se régler et que vous êtes sur la bonne voie pour vous faire réélire en 2013. Bonne chance.

Ce n’est PAS très sécuritaire. La descente est beaucoup trop abrupte en partant de la Petite-Patrie (et non pas Rosemont) vers le Plateau. C’est dangereux par temps pluvieux. Et la montée très abrupte vers le nord n’est pas accessible à tous.
Où sont les gains pour le logement social et abordable? (Je ne les nie pas; mais je ne sais pas où ces logements se trouvent).
Pour toutes les autres réalisations (et la séparation des piétons et des vélos sur la piste Christophe-Colomb; reste à resoudre l’insécurité de la piste cyclable), bravo.
Un autre point à améliorer : le compostage. Depuis la mise en place du projet pilote, il n’y a eu pas beaucoup de développement. Je sais que nous sommes en attente des quatre sites de compostage que la ville doit mettre en place mais je me demande si en attendant il n’y aurait pas moyen de faire plus?

@Sebastien. Le projet pilote de compostage donne des résultats très mitigés. Un grand nombre de citoyens abandonnent parce qu’ils trouvent que ça pue - particulièrement en été. Les bacs sont trop lourds pour les 3ième étage; les camions de collecte charrient énormément d’eau (lixiviat). Avant d’étendre à toutes maisons il faut améliorer nos outils,

Pourquoi n’est-il pas mis en application? Il y aurait pourtant là une source de revenus appréciable. Aussi, on recycle en masse sur le Plateau, mais on est pognés avec deux collectes régulières de déchets par semaine jusqu’en 2014 !!! Utile sans doute pour les commerçants (qui ne remportent pas la palme du recyclage!), mais pour les citoyens?
En ce lendemain de dépôt de budget où je verrai encore une fois mon compte de taxes augmenter, force est de constater que je n’en ai pas pour mon argent côté services. La Ville centre a récupéré 100 Millions du Plateau, mais ne redonne rien!

Nous n’avons construit aucun dos d’ânes dans la ruelle st-André (ni commandé au privé ni construit par les bleus). S’il était neuf; il est possible qu’il ait été construit par un résident.
Il y a une loi qui oblige les commerçants et les résidents à tenir le devant et le derrière de leur adresse propre. Nous avons embauché un inspecteur de plus depuis notre arrivée et multiplié par 4 le nombre de contraventions. Cette année, nous en sommes à 1900 contraventions. Les autres arrondissements tournent autour de 300. Mais vous avez raison, ça ne suffit pas. En avril (si les revenus de stationnement sont au rendez-vous et si nous n’avons pas eu plus de précipitations que la moyenne) nous allons engagé un inspecteur pour faire une tournée de 60 adresses ciblées - quotidiennement. On va finir par l’avoir. Pour ce qui est des services insuffisants - vous avez raison. Il nous manque au moins 2 millions en opération et 4 en investissement pour faire les choses de façon optimales. C’est pas tant que ça sur un budget de 60 mais ça nous empêche de faire la touche finale qui donne l’impression que le quartier est bien tenu.
Ce n’est pas la première fois que je le dis et je le répète : sur le plan financier, et dans les limites des pouvoirs qui lui sont octroyés par la loi, l’arrondissement du Plateau a fait plutôt bien en termes de gestion des dépenses et de son déficit accumulé. Le maire et son équipe ont pris des risques calculés pour comprimés le budget déneigement, entre autre, et ont pu réduire le fardeau du déficit mais il reste encore à faire. Par ailleurs, malgré une entente avec la ville centre qui lui octroyait davantage de revenus des parcos, la magouille des sbires de la ville centre ne se sont pas matérialisés par des recettes additionnelles à hauteur des prévisions initiales, laissant ainsi un manque à gagner important pour l’année. Ces jeux politiciens jumelés au partage inéquitable des recettes foncières entre la ville centre et les arrondissements rend la viabilité financière de ces derniers particulièrement difficile, particulièrement pour les arrondissements de l’ancienne ville de Montréal. Pour commbler le manque à gagner sans rogner davantage dans les dépenses déjà comprimées et, éventuellement, dans les services aux citoyens, le Plateau a choisi la l’option de nouvelles hausses de frais de services. C’était la seule option possible bien que certainement la moins intéressante.
Cela me conduit à me questionner sur la viabilité tout court du système actuel d’exercice de la démocratie municipale à Montréal. Cette structure hybride où l’essentiel des pouvoirs est exercée par la ville centre, dont le pouvoir de taxation foncière qui constitue l’essence même des revenus d’une ville, et la quasi absence de parité entre les arrondissements de la ville de Montréal et ceux des autres villes fusionnées quant à l’exercice de la taxation résiduelle rend cette structure administrative particulièrement discréminante.
L’avenir de la ville de Montréal passe-t-il toujours par l’exercice de la démocratie municipale selon les structures actuelles ? Lorsqu’on regarde dans le rétroviseur du développement de Montréal depuis la fusion/défusion, la ville n’est-elle pas vouée à un lent déclin dans un tel contexte ?

Pas nécessairement vouée à un lent déclin à cause de sa structure. En fait, ça n’a pas grand chose à voir. Pa exemple, on nous rabâche les oreilles depuis toujours sur “le trop grand nombre d’élus”. Vrai qu’à Montréal, c’est plus de 100, et Toronto seulement 44 (1 par district). Mais on oublie de mentionner que l’élu Torontois gagne près de 100,000 $ par an avec un budget de fonctionnement d’ensemble de près de 200,000 $. Même en prenant en compte le fait que Toronto est plus grand et plus peuplé, les réductions du nombre d’élus, même si certaines pourraient être faites pour équilibrer la représentation entre arrondissements, apporteraient des économies insignifiantes.
D’autre part, les tensions entre Ville-Centre et arrondissements sont en soi saines, si on considère que les pouvoirs des arrondissements sont au coeur des préoccupations au quotidien des citoyens, et que la plupart des maires d’arrondissement des quartiers centraux défendent de façon assez remarquée et influente la voix de leurs commettants. Et ils sont tous à peu près sur la même longueur d’onde, les Ménard, Croteau, Ferrandez et Dorais, en plus de souvent partager le même discours. Et poursuivant sur cette bande des quatre, ils représentent plus de 500,000 montréalais, ce qui n’est pas peu dire. Leur travail d’élus locaux est en voie de bâtir une solide démocratie locale, qui va mettre, lentement mais sûrement, les citoyens à l’abri des décisions arbitraires d’administrations lointaines et de lobbys centraux qui préfèrent de beaucoup décider sans grand égard à la voix citoyenne.
Alors, l’avenir n’est probablement pas à la révision de la structure, et surtout pas pour trouver des économies. Le problème de la ville n’est pas là, il est dans son gouffre déficitaire structurel. Les vraies questions doivent aller du côté des coûts des pensions versées aux retraités de la Ville, qui s’élèveront en 2012 à 609 M $, soit presque 13% du budget d’ensemble de 4.7 Milliards de $. C’est 5 fois plus qu’il y a trois ans. À cela, il faut ajouter les coûts faramineux de la Police et des Pompiers, dont on ne parle jamais, parce qu’il s’agit de la sacro-sainte sécurité publique, mais il faut commencer à regarder de ce côté, avec presque 1 Milliard de $, ou 21% du budget. En 2011, la masse salariale des policiers a augmenté de 5.1 %, celle des pompiers de 8%. Bien hâte de voir ce que seront leurs budgets pour 2012, mais je parierais gros qu’on y a pas touché, et qu’ils auront augmenté… Et je vous invite à regarder du côté de New-York (où la sécurité est pourtant sacrée et les pompiers sont des héros…) et vous verrez que dans le budget approuvé pour 2012, l’ensemble de la masse salariale de ces deux entités sera réduite, d’au moins 1%, ce qui est mieux que rien… Ici, 1% signifierait environ 800,000 $, suffisamment pour éponger tous les problèmes des arrondissements… et certains autres de la Ville…
Et il faudra du courage pour changer le régime qui veut que les employés puissent quitter à 50 ans, sans pénalité, avec une pension équivalente à 80% de leur salaire, ce qui est carrément hors-norme par rapport à toutes les pratiques dans l’administration publique (généralement 55 ans avec un minimum de 30 ans de service, et un maximum de 70% de la moyenne des 5 dernières années de travail). Si ce régime avait prévalu à la Ville, nous ne serions pas là aujourd’hui.
Alors: Structures? Non. Gestion et courage: oui.

Je ne vois pas en quoi l’administration Plateau actuelle est nombriliste. Qu’est-ce qui a été réglé sur le dos des arrondissements périphériques, exactement? Mettre un dos d’âne sur une rue résidentielle utilisé par la circulation en transit pour qu’elle emprunte les voies destinées au transit est nombriliste, ou respectueux - enfin - des résidants de ces rues? En fait, l’administration du Plateau a donné des exemples et du courage à bien des élus (des quartiers moins fortunés que Outremont et Westmount - qui s’y étaient mis depuis longtemps), en tout cas dans Hochelaga-Maisonneuve ça me semble le cas. Pour continuer en matière d’apaisement de la circulation, et pour avoir assisté à plusieurs conseils d’arrondissement dans les dernières années, il était toujours assez impressionnant de voir les citoyens venir se plaindre des vitesses et volumes se faire répondre que oui bon la police allait s’en occuper… alors que l’exemple du Plateau a pu être utilisé comme levier par les citoyens et le maire pour pousser le dossier d’aménagements physiques sur les rues, qui fonctionnent que le police y soit ou non.
